　　主体段 1: 老建筑的修复需要政府的拨款allocate some public funds to the restoration of old buildings，对于财政不是很宽裕的政府可能是一种负担impose a financial burden on the government that has a tight budget。老建筑和人们的生活似乎没有很密切的关系not closely relevant to people’s life，人们关心的是有没有地方住，出门会不会堵车。如果拆掉老建筑demolish old buildings，把修复老建筑的钱用于建造居民楼和修路，似乎能够更有效地改善人们的福利improve people’s welfare。

　　主体段2:反驳+补充

　　1. 但是有价值的老建筑仍然需要政府花钱修复，即使有时候成本比较高high cost，也是政府应尽的职责obligation。有些老建筑具有久远的历史long history和文化价值cultural value，应该进行保护。比如一些名人故居former residence of celebrities，能够让人们更好地了解历史文化，让本地的居民获得一种认同感have a sense of identity，这些建筑也应该由政府使用纳税人的钱去维护。2. 此外，虽然老建筑的修复会使用政府的资金，但如果老建筑本身有参观的价值，会吸引大量的海内外游客attract a large number of tourists from home and abroad，可以出售门票，让游客花钱参观pay for admission to the building，建筑本身也能够创造收益make profits，所以政府花钱保护老建筑是合理的。
