　　3.Task 2 ：政府类话题

　　第三段：政府预算budget是有限的so limited，他们不能负担所有领域的开支cannot afford the expenditure on all fields。换句话说，还有更需要政府投资的领域。不可否认，对于基础设施的投资the investment in the construction of infrastructure是维持社会稳定的前提a prerequisite for maintaining social stability。另外，政府应该保障人们的退休生活guarantee the lives of the retired。没有退休的担忧without worries about retirement，年轻人将会为社会做更大的贡献make more contributions to society。

　　第四段：表明自己的立场和态度：政府有不可推卸的责任投资各个领域。 It is government’s inescapable obligation to invest taxpayers’ money in all fields.
